U.S. slams military option in resolving Nigeria’s conflicts

The United States (U.S.) yesterday urged Nigeria to look beyond a military option in resolving internal conflicts.
The appeal was made under the auspices of the United States Institute of Peace (USIP) in Washington DC when the agency convened a gathering of U.S. officials, diplomats and Nigerian leaders .
The conference as monitored by The Guardian, focused on “Peace in Nigeria: How to build it, and America’s role” and explored possible options beyond military operations. The symposium agreed on the need for the Nigerian government to strengthen the responsiveness of state institutions, address grievances and perceptions “before they become reality and improve accountability and transparency.”
Thomas Hushek, Acting Assistant Secretary, Bureau of Conflict and Stabilisation Operations, U.S. Department of State, in his concluding remarks said “durable peace” in Nigeria “will require a painstaking dialogue.”
Apart from the 15-year Boko Haram issue in the Northeast, Nigeria’s military is grappling with widespread conflicts within the country’s borders, the most current being the second phase of its “Operation Python Dance” in the Southeast that has put soldiers in direct confrontation with the self-determinist Indigenous People of Biafra (IPOB). Military authorities have also proscribed IPOB and declared it a terrorist organisation following which they announced imminent operations in South-West and South-South regions — a decision that has drawn the ire of civil society groups and human rights activists.
Re-echoing General Martin-Luther Agwai’s introductory remarks on centrality of the country to potential peace in Africa, Hushek describes Nigeria as a vey critical U.S. partner on the continent, but added that the President Muhammadu Buhari government must in its pursuit of peace first identify the options that citizens want implemented.
The country is warming up to charged elections in two years and the U.S. assistant secretary believes the “2019 election will be critical to Nigeria’s continued prosperity and stability.
“Achieving stability or building political peace is a political endeavour,” he said, just as he explained that responsiveness to people’s needs would
“build trust and encourage durable peace.”
General Agwai, former Nigerian Chief of Army Staff and former commander of the combined United Nations-African Union peacekeeping force in Darfur, Sudan is one of the members of the Nigeria Senior Working Group that participated in the conference on peace in Nigeria. In his opening remarks, Agwai described himself as a simple old soldier humbled by the presence of the State Department and the U.S. and “privileged to stand and talk to learned people across the world about what we are doing.”
His submissions on peace in Nigeria equating peace in Africa kicked off the first panel discussion involving Pauline Baker, President Emeritus of the Fund for Peace and Senior Advisor, Creative Associates International as moderator; Yau, Yunusa Zakari, Director, Centre for Information Technology and Development, Kano, Dr. Jibrin Ibrahim, Senior Fellow, Centre for Democracy and Development -West Africa; and Ambassador Fatima Balla, former Nigerian diplomat, civil servant, and politician.
While declaring the discussion open, Baker made specific reference to agitations in the South-East and urged discussants to be informal. “We tend to look at the outside without looking at the inside,” she remarked, adding that it would be important to think of the fact that Biafra agitation still thrives many years after.
The conference agreed that “Nigeria under President Buhari has made military gains against the extremist fighters of Boko Haram” but observed that Nigeria’s varied conflicts have kept more than two million people displaced and weakened stability in the Lake Chad Basin and the Sahel region. “Peace and security will not be achievable purely through armed force,” the USIP said.
It further noted that peaceful Nigeria is vital to long-term U.S. interests as well as to a reduction in the world’s refugee crisis, and to the stability of Niger, Chad, Cameroon and other nations of the Sahel.
“Fortunately, President Buhari’s election in 2015 marked an advance for democracy as the country’s first peaceful transition of power to an opposition candidate. U.S. policy has supported his government’s campaign to push back Boko Haram.
The conference also built on what the organisers said was months of USIP-coordinated dialogues among the governors of northern states and civic leaders, including diplomats, retired civil servants, and scholars. “These dialogues join government officials and civil society in shaping more inclusive policies that can help prevent violent conflicts.”
The highlight of the event was a conversation among three of Nigeria’s most noted figures—Cardinal John Onaiyekan; Dr. Usman Bugaje, a senior advisor to the Sultan of Sokoto; and Dr. Oby Ezekwesili, a former vice president for Africa at the World Bank, a former Nigerian cabinet minister, and co-founder of the anti-corruption group Transparency International and the Bring Back Our Girls Movement.

Police arrest 18 Abuja-Kaduna highway kidnappers, recover dangerous weapons

The police said it has arrested members of two notorious kidnap gangs along the Abuja-Kaduna highway and recovered two AK 47 rifles, 16 locally-made guns, cutlasses and charms.
The Force Public Relations Officer, Jimoh Moshood, who made this disclosure in a statement, noted that 13 of the hoodlums were paraded at Jere along the Kaduna-Abuja highway on Thursday.
The suspects included the leader, Umar Babuga, 27; Umaru Kiri, 26; Abdullahi Tambaya; Abdulkarim Musa, 27; Isah Musa, 30, and others.
Moshood said the arrests were the result of the deployment of additional two units of special police forces in the road to complement ‘Operation Absolute Sanity’ on the Abuja-Kaduna highway.
He added that the new units, which were relocated to some roads around the Jere-Abuja areas, arrested the suspects in their hideouts and camps and also rescued some of their victims.
The FPPRO added, “In the operation that is still ongoing, two different vicious and notorious kidnap-for-ransom gangs were dislodged in their hideouts and camps between Jere-Kaduna and Jere-Abuja axis.
“A total of 13 suspected kidnappers were arrested in the operation and they confessed to the offence and admitted to the various criminal roles they played in the commission of the crime.”
Moshood added that the Inspector-General of Police, Ibrahim Idris, had directed the Assistant IGPs and commissioners of police in the zones and commands to replicate the same anti-kidnap operation on the highways and major roads in other parts of the country.
“They are also to beef up security in their areas of responsibilities and ensure massive deployment of armed police personnel, patrol teams and undercover operatives in black spots, flashpoints and other vulnerable criminal spots to nip in the bud all forms of crimes and criminality nationwide,” the police spokesman said.

Nigeria to host AFRIMA [All Africa Music Award] 2017-2019

Nigeria has been awarded the rights to host the next three editions of the All Africa Music Awards (AFRIMA) beginning from 2017-2019.
The African Union (AU) gave Nigeria the hosting right for the Pan African Music Initiative sequel to its successful hosting of the 2014-2016 editions.
This development was made known via a statement issued in Lagos issued by Segun Adeyemi, the Special Assistant to Minister of Information and Culture, Lai Mohammed.
According to the statement, the Minister said the award of the hosting right was conveyed in a letter written to him by the Commissioner of Social Affairs at the African Union Commission, Mrs Amira Elfadil
He said the AU Commissioner disclosed that the AU returned the hosting rights to Nigeria because of the country’s willingness to create entertainment value across Africa.
However, in his personal reaction, the Minister said the government’s desire to bid for the retention of the hosting right was informed by the enthusiasm and sense of duty with which Nigerians embraced AFRIMA from 2014 to 2016 as well as the prevailing international confidence in the present administration.
‘”The African Union’s gracious concession to our request is beneficial for the creative sector in Nigeria and across Africa.
“The Federal Government of Nigeria is calling on state governments and corporate Nigeria to partner with it and the African Union in ensuring a successful hosting of AFRIMA 2017, which will bring immense socio-economic benefits to the selected host city,” he said.

‘Pepsi HIV story is fake news’

 blood. (AP Photo/Elise Amendola, File)
Investigations have revealed that the false Pepsi HIV story is not about Nigeria but a fake UK Metropolitan Police statement claiming the soft drink contained infected blood.
This has since been denied by the UK Metropolitan Police and there was no Sky News report on this false story.
Medical experts have assured Nigerians that there is no need to worry. Reason: The story is not true; and the HIV virus cannot survive up to five minutes outside human body.                                                                                                                                                                                  According to a report first published by The Sun UK, Pepsi was hit by a sick hoax after a fake Met police statement was shared online claiming that the fizzy drink contained HIV-infected blood.
The message – falsely attributed to Met Police – claimed that Pepsi bottles in the United Kingdom (UK) were contaminated.
It began recirculating on social media in Britain after previously appearing in a different format in India.
They alleged that contaminated bottles were in the UK, and stated that the warning comes from the Metropolitan Police.
The message also said that the incident was “shown on Sky News”.   The origins of the hoax go back to 2011, where a version of it appeared on Indian social networking sites and in email chains.
Similar to the British hoax, the original claimed to be a message from the police, but referred to a range of Pepsi products and stated that the incident would be reported on  NDTV.
In a statement, Met police said:  “This is being treated as a hoax”, adding “the allegation is unsubstantiated.”

PRESIDENT BUHARI orders security chiefs, to keep Nigeria one

President Muhammadu Buhari has given security chiefs a directive on ongoing agitations in the country, saying they must ensure that Nigeria remains one.
The Chief of Defence Staff, Gen. Abayomi Olonishakin, stated this on Tuesday in an interview with State House correspondents after a meeting Buhari held with security chiefs at the Presidential Villa, Abuja.
Olonisakin said the agitation by a “secessionist group” in the South-East, the Independent People of Biafra, was among security issues the President discussed with the security chiefs.
He said the President asked them to ensure that his directive that Nigeria must remain one was carried out to the letter.
Buhari had, in his broadcast to the nation, said, “Nigeria’s unity is settled and not negotiable. We shall not allow irresponsible elements to start trouble and when things get bad, they run away and saddle others with the responsibility of bringing back order; if necessary with their blood.”
Olonishakin said Buhari was specific in his directive that security chiefs must ensure that the lives and property of Nigerians were protected.
He said, “The President talked about the unity of the nation, which is non-negotiable. We have all been fully instructed to ensure that the directive is carried out to the letter.”
The CDS said they were also directed to ensure that they secure the nation, while troops that were outside the country carried out their jobs effectively.
He said security chiefs updated Buhari on security issues within and outside the country where the nation’s troops were during the meeting that lasted over three hours.
He said after the briefing, the President gave orders on some areas they should look at in order to enhance their operations.
When asked what the President told them about the Indigenous People of Biafra’s secret service, Olonishakin said, “All security threats were treated one after another, ranging from terrorism to kidnapping; and herdsmen/farmers clash to IPOB issue. They were all treated; suggestions were made as to what to do as regards the issues.”
The defence chief parried a question on whether he would mobilise forces to the South-East.
“Every security issue, like I said, has been treated and we are going to enhance our operations in all the areas we need to do that. Like I said, he (Buhari) has given the necessary directive which will be carried out by the military and security agencies,” he said.
Olonishakin said despite the recent attacks carried out by Boko Haram, it would be wrong to believe that members of the sect have stepped up their game.
“On Boko Haram issue, you all know it is an asymmetric warfare. It is not that the Boko Haram members have stepped up their game. It is just the issue of suicide bombing that has been the problem; and of course we also working with security agencies and the intelligence agencies to make sure that we address the menace,” he said.
‘Secessionists are wasting their time’
The Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, on Tuesday said President Buhari would keep Nigeria one despite various agitations in parts of the country.

The presidential spokesman said anybody working towards the disintegration of the country was beating a dead horse, which he described as a waste of energy.
He said, “You must have heard our President (Monday) in his nationwide address saying whatever it takes, Nigeria will be kept together. I tell you, this President will keep the country together.
“Therefore, anybody who is planning something else should know that it is a waste of time. Nigeria will remain one; President Muhammadu Buhari will keep the country together.
“As we speak, he is meeting with service chiefs on how to enhance security in the country. You know that when there is security, there will be development. When there is security, you can guarantee that the economy will grow; when there is security, we can face our business and business can strive
While debunking the assertion, the Presidential spokesman said it was in the region that Buhari was christened Okechukwu during electioneering.
“Last week, youths from the South-South region were here to show solidarity with him. This gives us the confidence that no matter what anybody does, Nigeria will remain one,” he added.
The group’s convener, Mr. Steve Anyata, said the rally was intended to “counter the inhumane demonstrations by a handful of sponsored elements” calling for the return or resignation of the President when he was in London.
Anyata said the rally was also meant to drum up support for Buhari in the South-East.
He said, “Mr. President, it is noteworthy to inform you that while you were away, a lot took place.
“One of them was the quit notice issued to Igbo in northern Nigeria by a group of Arewa youths.
“But we are glad to say that the Vice- President, Prof. Yemi Osinbajo, made attempts to elicit concrete commitments from parties concerned and to douse heightening tensions. We therefore believe that with your return, this issue and others will receive your attention.
“Already, progressive impacts of your change administration are here for all to see. We have seen an impressive stability in foreign exchange, we have seen a serious drop in corruption, we have seen a rise in our foreign reserves and the moves for the rehabilitation of the Enugu-Port Harcourt Expressway, the Enugu-Onitsha Expressway, as well as the construction of the Second Niger Brid
